New Home Care Worker Immigration Pilots Program: A Path to Permanent Residency in Canada

On March 31, 2025, Immigration, Refugees and Citizenship Canada (IRCC) launched the Home Care Worker Immigration Pilots program. This program offers a pathway to permanent residency in Canada for caregivers. There are two main streams:

While the Workers in Canada Stream opened on March 31, 2025, the Applicants Not Working in Canada Stream will open at a later date. The Workers in Canada Stream was so popular that it filled its application quota on the same day. However, there is still hope for individuals with caregiving experience. Preparing early for the Applicants Not Working in Canada Stream is crucial, as the quota may fill quickly once it opens.

To apply for the Home Care Worker Immigration Pilots Program, applicants must meet certain requirements common to both streams:

1. Language Proficiency

Applicants must achieve CLB/NCLC Level 4 in all four language skills (writing, reading, listening, speaking) on an IRCC-approved language test in English or French.

2. Education

Applicants must have completed at least the equivalent of a Canadian high school diploma or higher. This qualification can be obtained either in Canada or abroad.

3. Work Experience or Training

Applicants must meet one of the following:

  • Work Experience:

    • For the Child Care Pilot, at least 6 months of continuous full-time work as a Home Child Care Provider (NOC 44100) or Early Childhood Educator (NOC 42202) within the past three years.

    • For the Home Support Pilot, at least 6 months of continuous full-time work as a Home Support Worker (NOC 44101) or Nurse Aide (NOC 33102) within the past three years.

  • Training:

In either case, the work or training must be within the specific NOC occupation for the pilot being applied under, without mixing between the two.

4. Job Offer in Canada

Applicants must secure a full-time, permanent job offer outside Quebec. The job must be in one of the following occupations:

  • Child Care Pilot: Home child care provider (NOC 44100) in a non-institutional setting (e.g., not a daycare).

  • Home Support Pilot: Home support worker (NOC 44101) in a non-institutional setting (e.g., not a nursing home).

Note: Job offers in Early Childhood Educators (NOC 42202) or Nurse Aides (NOC 33102) are not accepted.

  • Proof of Funds: Applicants must show they have sufficient funds to support themselves and their family in Canada. The required amount depends on family size. As of June 2024, a family of four requires at least $27,297 CAD.

Funds must be accessible both when the application is submitted and when the permanent resident visa is issued. This means applicants must have liquid assets that are not tied up in property or loans.
